Licensing legislation

This was under discussion last night after we came out of the cinema & realised it was TOO LATE to go get a drink. Which is clearly a bit rubbish. I pointed out that the Licensing Bill [NB the Explanatory Notes are probably more useful than the Bill itself, & point 12 is the relevant one) is supposed to be fixing this, & there was general scepticism (including from self) about how far this has gotten.
So I have looked it up. It was introduced in the Lords, & has got all the way through the process there. It's also passed 1st & 2nd Reading in the Commons, & is now towards the end of the Committee Stage, after which there'll be the Report Stage & 3rd Reading (which are usually on the same day). Then possibly back to the Lords briefly (depending on if there are any Commons amendments).
So it ought to be through by the end of this Parliamentary session. Pubs will then have to apply for new licenses to take advantage of it. So probably a year or so, less if the councils are feeling efficient?
