There seemed to be fewer cars on the roads, anyway - at least once I got through the parks, where the majority of the cars are taxis & thus exempt. A few more cycles; and *lots* more motorbikes. Myself, I'm far from convinced that motorbikes should be exempt - they take up less road space & thus contribute less to congestion, but they're about twice as noisy as cars, seem to pollute about as much, & ridden, it appears, almost entirely by lunatics.

On the other hand: it's school half term this week, so hard to tell for certain what the effect is (insert rant here about people who feel the need to drive their child to school in central London).
