There's a difference between emotions and ethics.

Shock and sympathy aren't things that need to be rationed out in a calculated way and telling people how they should react emotionally to something generally isn't effective because it's not something they have a great deal of control over. I have a different emotional reaction if I hear someone has been murdered to if I hear they have died through natural causes for instance. Maybe I shouldn't but I do and I suspect that I'm not alone.

Resources on the other hand are different, and should be used in a considered way based on your exact personal ethics (i.e. it might be sensible to put more resources into preventing road accidents than terrorist attacks).
